Library Information

The Winchester Community Library serves Ward and White River townships (including the towns of Winchester and Saratoga) of Randolph County, Indiana. Free library cards are available to all who live in or own property in these areas. Students of the Randolph Central School Corporation who live outside of the library's service area may also obtain a free card by presenting proof of enrollment in a Randolph Central school.

To obtain a library card, please present proof of address from a photo ID or proof of address from another source (including, but not limited to, a utility bill, bank statement, credit card bill or change of address confirmation from the United States Postal Service issued within the last 60 days) and a photo ID for proof of identity. 

Those who live outside the library's taxing district and wish to use the Winchester Community Library can purchase a library card.  A Fee Card currently costs $47.50 (price is subject to change at the beginning of each calendar year) and is good for one year from date of purchase.

A PLAC card (Public Library Access Card) must be purchased at the patron's home library. The cost for a PLAC card is determined by the state. For 2023, the cost is $65. PLAC cards are also good for one year from the date of purchase and give users access to any public library in the state of Indiana. PLAC holders who present a valid PLAC card at the Winchester Community Library will be issued a WCL card at no additional cost.

Anyone who lives outside of the library's district is welcome to use library resources at the library and may use library computers if 17 years of age or older by presenting a form of ID at the circulation desk.
